EXPLANATION: Simple! Apply a simple test, rep R1 by a number and R2 by a number but take note of their relationship as said in the question. Then, find their combined resistance and arrive at your answer. 

And note that this is a parallel arrangement.

1/Rtotal = 1/R1 + 1/R2
